Changes have been made in temporary regulation decision of international call termination and its validity term has been extended up until December 31, 2016.

In accordance with the decision of GNCC, changes have been made in the Commission decision related to an effective temporary regulation of international call termination and the validity term has been extended up until December 31, 2016 – with different conditions from current tariffs of July 1, 2016.

The Commission, with a regard to an established practices in EU, took into consideration the position of authorized entities so that network owner operators will have a right to independently establish tariff for international call termination in their own networks. The Commission has also considered request of authorized persons to define the volume of call termination and relevant tariffs based on a scale of these call terminations: As a result:

In accordance with the Commission’s decision, in Georgia, international call termination of the relevant wholesale market segment, operators holding significant power such as: “Geocell” Ltd, “Magticom” Ltd, “Mobitel” Ltd, JSC“ Silknet”, “Akhali Kselebi” Ltd, “Akhtel” Ltd, “Iveria Network” Ltd and “Central Georgian Communications Corporation” Ltd are given rights to establish different (step-by-step) tariffs in their own communications networks on access to international call termination and interconnection (call set-up/termination) under following terms and conditions:

a) step-by-step tariff  has to be established based on an international call termination traffic volume going through operator’s network;

b) second established tariff on the next level has to be 25% higher than a tariff based  on the first level;

c) Tariff  for international call termination services through his/her own network for relevant market segment established by an authorized person holding significant power  should not be less than the second level of the established tariff.

 

For the purpose to ensure the specific provision of the transparency of information - : “Geocell” Ltd, “Magticom” Ltd, “Mobitel” Ltd, JSC“ Silknet”, “Akhali Kselebi” Ltd, “Akhtel” Ltd, “Iveria Network” Ltd and “Central Georgian Communications Corporation” Ltd must present to the Commission a proposal in relation to the international call termination through their own networks to be officially published before July 20, 2016.  Proposal must reflect on an actual service provision terms and conditions, among them:

a)      International call termination rates according to the number of sequential dimension of the relevant units in USD per minute;

b) Terms of payment

     g) At least 6 months period of Interconnection offer.
