COMCOM to Protect Children from Dangerous Materials Online

To protect children and youth from harmful effects online, the Communications Commission has given parents an effective mechanism for reducing online threats. From now on, parents can ask internet providers to restrict access to websites that are dangerous for children. According to the rules determined by COMCOM, websites hosting films, television shows and games must label programmes that are unsuitable for viewing by children and youth under the ages of 18, 15, 12 and 7. COMCOM will compile and publish a list of websites that are harmful for children. Internet providers will update the list on a weekly basis. Additionally, to ensure that children and youth can navigate the web safely, the committee will randomly select and monitor websites to create an additional filter and check whether companies are fulfilling their duties.

Furthermore, broadcasters will be required to plan their schedule in a way that ensures that age-restricted programmes are only shown during specific periods. Thus, it is prohibited to show programmes that are unsuitable for youth under the age of 18 between 6 a.m. and 12 a.m., programmes that are unsuitable for youth under the age of 15 between 6 a.m. and 11 p.m., programmes that are unsuitable for youth under the age of 12 between 6 a.m. and 9 p.m., and programmes that are unsuitable for children under the age of 7 between 6 a.m. and 9 p.m.

Failure to comply with the aforementioned requirements is punishable by a fine of 1000GEL for the first violation by a website, and 3000GEL for a repeat violation. Television broadcasters will be fined 2500GEL or a maximum of 0.5% of their annual revenues for the first violation, while a repeat violation will result in withdrawal of broadcasting authorisation.

To protect children and youth from the effects of unsuitable material, COMCOM will seek to raise awareness among children, parents and teachers and to develop skills such as critical thinking and creativity by implementing vital media literacy projects.
