Commission Reconsidered Obligation to Subtitle Feature Films

 

The Georgian National Communications Commission commences public administrative proceedings to reconsider percentage of placement of feature films produced in non-state language of Georgia with subtitles.

According to the Resolution in force adopted by the Commission in accordance with the Law of Georgia on Broadcasting, all broadcasters and public broadcaster as well are obliged to place feature films produced in non-state language in their broadcasting net with subtitles in the state language of Georgia. According to the Resolution, broadcaster is obliged that 30 % of feature films produced in non-state language that are placed in its broadcasting net to be subtitled.

The purpose of commencement of public administrative proceedings is to reduce this obligation to 10 % so that TV companies should place only 10 % of feature films produced in non-state language with subtitles in the state language of Georgia, because before commencement of public administrative proceedings the Commission made written inquiries of TV companies and the majority of them considers that this amount of subtitled films exerts negative influence on their rating (especially in regions).

The issue will be discussed in a mode of public administrative proceedings and all interested parties will be given possibility to express their positions.
