Consultation Document on Mobile Frequencies Is Published

The field of electronic communications including mobile sector is developing rapidly in the world. It is caused by service types, technologies and commercial relations convergence as well as technological changes and innovative services growing competition.

Regulation of the field of electronic communications is a dynamic, complex and long-term period oriented activity. To provide competition in this field and create adequate competitive environment is a main purpose of regulation and guarantee of success of electronic communications market.

The peculiarity of mobile market is that adequate competition should mean that appropriate “quality” and quantity of players in this segment of the market to be provided with access to frequency resource.

The consultation document aims:

o   To discuss changed approaches to allocated frequencies for mobile service, caused by introduction of mobile broadband (Internet) technologies and increased demand on mobile broadband (Internet) service, on the basis of international (European) practice;

o   To set the trends for adequate development of mobile broadband sector in Georgia;       

o   To assess the current situation on the mobile market from the point of view of frequency allocation in Georgia and possibility of broadband (Internet) service introduction;

o   To work out a long-term oriented optimal strategy for mobile frequency allocation, management and usage.

Optimization and liberalization of mobile market will assist in development of competition in mobile broadband (Internet) market, promotion of investments and introduction of innovative services.

Issue of introduction of new 4G mobile technologies is connected with future period oriented strategy of the country, effective regulation of which has essential social and economic importance and comprises two interconnected aims set by the Commission:

(1) Facilitating broadband development;

If we take into consideration the current situation in regions and villages of Georgia regarding fixed broadband coverage, the need for facilitating the development of mobile/wireless broadband (Internet) service is increasing, because the new technologies makes it possible to provide the whole territory of the country with high speed and low-priced broadband service.

(2) Facilitating availability of high quality, various and innovative service types at reasonable price by the consumer on the whole territory of the country.
