The Commission has begun administrative proceedings against “R.B.G” Ltd for failure to fulfill the obligations

GNCC carries out monitoring of broadcasters, as well as of the multiplex operators - “Stereo +” among them during the process of transition into the digital broadcasting.

The monitoring has revealed, that “R.B.G” Ltd is enabled in the multiplexor of “Stereo +” Ltd (the company has obtained authorization at GNCC on March 5, 2015). The company transmits channels in Russian language with a logo of Russia’s state channel (ОРТ) and with an inscription “Georgia.” 

In accordance with the Georgian Law “on Broadcasting,” an entity authorized for TV broadcasting, 10 days prior, is required to submit to the Commission documentation proving authority for distribution of the TV programs. Also, in accordance with the same law provided, every broadcaster is obligated to publish weekly the program guidelines based on their broadcasting net and to present them to the Commission.

The “R.B.G” Ltd has failed to fulfill above-mentioned obligations imposed upon the company by the Georgian Law “on Broadcasting” resulting to begin public administrative proceedings. Public session in order to review an issue is scheduled at GNCC for July 3, 2013. 16:00 pm.

The information about administrative proceedings has been sent to “R.B.G” Ltd through official mail as well as electronic e-mail. In addition, note in regards to the review of an issue, scheduled public session, address, date and time is being published publicly.

Aside from this, GNCC has already notified “Stereo +” in a written form, that public administrative proceedings have begun against “R.B.G” Ltd in order to avoid violation of the requirements envisaged by the Georgian legislation, also, in order to avoid the responsibility of “Stereo +” as an owner of multiplex platforms before finalizing administrative proceedings, the company has been requested to limit the signals provided by “R.B.G” Ltd.
