Monitoring of Broadband (Internet) Service Quality Began

The Georgian National Communications Commission commenced preparatory works for monitoring of broadband (Internet) service quality.

We remind you that the Commission announced tender on monitoring of fixed broadband (Internet) service quality on September 20, 2012. Winner of international tender became British company Red –M Wireless Limited, which provides monitoring via Epitiro’s technology. In November of the same year agreement was concluded between the parties.

According to the agreement within the framework of three-year project contractor company undertakes obligation to conduct monitoring of broadband (Internet) service quality in three big cities of Georgia: Tbilisi, Batumi and Kutaisi. To carry out research subscribers of three big Internet providers are selected: Caucasus Online, Silknet and Akhali Kselebi.

Special instrument will be installed in apartments of those 400 subscribers which make use of the following offers:

Caucasus Online Ltd (fiber optic network) – package “good” (5MB), package “better” (22 MB).

JSC Silknet (fiber optic network) – “start” (5MB), “drive” (10 MB).

JSC Silknet (DSL network) – “mini” (1 MB), “economic” (2 MB).

Akhali Kselebi Ltd (DSL network) – “minimal” (1.5 MB), “standard” (2 MB).

 As it was mentioned above, the project lasts three years, so Internet providers involved in the monitoring process as well as list of offered packages may be replaced according to dynamics of Internet market.

The Commission announces registration for those subscribers which make use of the above-listed Internet providers’ services and consumer packages in the above-mentioned cities.

Employees of Caucasus Online, Silknet and Akhali Kselebi and their family members as well as legal entities will not be able to participate in the monitoring process.

Subscribers participating in broadband (Internet) market research have only one obligation not to switch off and damage the special Internet service quality measuring instrument installed in their apartments.

The Georgian National Communications Commission decided to commence broadband Internet market research because of discontent spread in society towards Internet providers. On the official page of the Commission – Facebook and at Consumers’ Rights Public Defender Service existing at the Commission there were frequent complaints of subscribers discontented with the quality of Internet providers service and tariff set for this service.  The Commission hopes that you take into consideration the above-mentioned and help us.
