Public Administrative Proceedings for Studying Number Porting Tariff Ended

Public administrative proceedings commenced for the purpose of studying and analyzing the tariff set for number porting service provided by Medaiapro Georgia Ltd ended at the Georgian National Communications Commission.

Commencement of study was preceded by the Commission’s decision of February 13, 2014, by which public administrative proceedings commenced to change the system of payment for number portability service in the Commission’s charter. In accordance with the current version, all phone service provider companies make payment of number portability according to the amount of numbering resource existing in their possession, i.e. 0.30 euro cents per each subscriber number per year.  

At the session held on June 13, 2014 at GNCC Medaiapro Georgia Ltd failed to prove cost-orientation of tariff (0.30 euro cents per each subscriber number) imposed on subscriber number porting. The company could not submit documentation, which would justify the reasonableness of investments made for this service and profit made from provision of this service. At the same session the Commission set a period till August 1, 2014, within which the Commission is authorized to start process of termination of agreement concluded with Medaiapro Georgia Ltd.

At the session the Commission considered an issue concerning the recognition of the information (on calculation of the cost of number porting service) subcontractor company of Medaiapro Georgia Ltd provided within the framework of public administrative proceedings as commercial secret.

The Commission considered that the mentioned information is not confidential. It should be solicited during public administrative proceedings and should be open for all interested parties.
