Presentation of radio frequency monitoring system

One of the most significant functions of GNCC is the governance of radio frequency spectrum and provision of its efficient usage on the Georgian territory, implementation of innovative communications technologies and optimal allocation of radio spectrum.

With a regard to high demand on high level intensity radio spectrum and the usage of frequency spectrum resources in the country (digital broadcasting, 4th generation systems of mobile communications etc) as well as, in accordance with the requirements of International Telecommunications Union (ITU), the unified system of monitoring of radio frequency spectrum is being set up on Georgian territory that shall be ensured in different geographical units of the capital by means of existing special stationary stations for radio frequency spectrum monitoring where appropriate  innovative software systems will be installed.

On May 20, 2016, state procurement contract has been signed between GNCC and the electronic tender bid winner company “Construction” Ltd in regard to the construction of Shavnabada remote monitoring station tower.

In accordance with the state procurement agreement signed on August 17, 2016, between GNCC and international tender winner- an American company TCI International, Inc, which consists of 4 independent stages where American side has to ensure the provision of radio frequency spectrum monitoring system (GSMS) as well as supervision of installation process and technical exploitation of the system noted and an organization of trainings for the local personnel.

It should be noted, that at the current stage, first phase of obligations set forth in the agreement have been fulfilled, remote fixed monitoring station (RFMS) has been installed and launched at the Commission’s station located at Dzegvi Mountain.

The second stage of agreement (planning, supplying and installation of mobile monitoring station-MMS) implies placement of the monitoring system on special auto vehicles enabling mobile groups to ensure time-to-time provision of radio frequency spectrum monitoring in various geographical units.

Based on agreement signed between parties, placement of above-mentioned mobile monitoring stations (MMS) on special auto vehicles, technical support and factory inspection will be implemented in the Republic of Lithuania.

The third stage envisages delivery of direct finding software so that monitoring control center (MCC) will be capable of existing fixed and remote station management. The system shall be installed at Shavnabada radio frequency spectrum monitoring station, where significant part of infrastructural work has been done and is at its final stage and will be completed by building a 60 m height monitoring system tower.

All of these software components have undergone proper testing located in the supplier's factory on US territory and fully comply with the parameters set by the international technical requirements and specifications and is confirmed with (FAC) special factory certificate. It should be noted, that during each stage of the software supply US side takes responsibility to ensure the training organization of up to 5 Commission’s specialists in the city of Tbilisi in regard to the appropriate technical (hardware) and proper operational and maintenance issues.

At fourth, final stage, the delivery of direct finding software will be provided in order to ensure the management of current fixed and remote stations by means of monitoring control center (MCC). Installation of the software in the nearest future, is expected to be implemented in the East Ridge of Lisi Lake where Commission plans to build third radio frequency monitoring station regarding which, the negotiations are in progress with relevant divisions of City Hall Municipality of Tbilisi.
