GNCC is 15 years old

It has been 15 years since the formation of Georgian National Communications Commission. The first chairman of the Commission Vakhtang Abashidze and commissioners Kakhi Popiashvili and David Pataraia officially held the first session at Georgian National Communications Commission on July 1, 2000.

GNCC was formed on the basis of amendments made in the Georgian law “on Post and Telecommunications”; later on, this law was replaced by Georgian laws “on Broadcasting” and “on Electronic Communications.”

The Commission is the Legal Entity of Public Law, the standing independent regulatory body which is not subject to any state agency. The Commission is accountable to the President, the Government, and the Parliament and submits its annual report to all three branches of the Government.

The Commission is not financed from the state budget. The source of the revenue of the Commission is the regulation fee paid by the authorized and licensed persons in the field of broadcasting and electronic communications.

The Commission consists of five members elected for a six year term. Executive as well as the legislative authority is involved in the formation process of the Commission. The full composition of the Commission members, with a majority of vote, anonymously elect the Chairman of the Commission for three years and for one term only.

Over the years, the Commission was headed by: Vakhtang Abashidze (2000-2004), Dimitri Kitoshvili (2004-2007), Zurab Nonikashvili (2007), Giorgi Arveladze (2007-2009), Irakli Chikovani (2009-2013), Karlo Kvitaishvili (2013). The members of Georgian National Communications Commission used to be: Giorgi Pruidze (2005-2009), Sofio Britanchuk (2008-2015), Akaki Sikharulidze (2009-2015) and Irakli Moseshvili (2009-2015).

The present staff composition of GNCC is led by Vakhtang Abashidze; the Commission members are: Eliso Asanidze, Kakhi Bekauri, Giorgi Pruidze and Merab Katamadze.

The staff members who work in the office since the creation of GNCC are: Ioseb Abuladze, Nino Kalandadze, Gulnara Revazishvili, Izolda Saganelidze, Revaz Svanidze, Maia Kadeishvili, Temur Dzagnidze, Ioseb Kharebava and Nato Janelidze.

In Georgia, broadcasting, electronic communications and informational technologies are one of the most well developed fields and its rate is actually not far behind from other countries’ development level.  In 2000-2014, following the growth of the field’s service types, the income has increased almost 10 times. (In 2000 - 120 million, in 2014 – 174 million). Only in 2014, based on a variety of payments, the input to the state budget of Georgia totaled 301 million GEL.

Nowadays, the Commission is facing new challenges – on June 16, 2015, the Commission has announced a tender for the procurement of consulting services for the purpose of Commission’s structural re-organization.  The objectives for organizational re-design are:  establishment of flexible system, therefore, increasing the efficiency of the activities of the Commission’s office; formation of proper human resource management system; working time and financial cost optimization and more.
