The first chairman of the Commission Vakhtang Abashidze and commissioners Kakhi Popiashvili and David Pataraia officially held the first session at Georgian National Communications Commission on July 1, 2000.

GNCC was formed on the basis of amendments made in the Georgian law “on Post and Telecommunications”; later on, this law was replaced by Georgian laws “on Broadcasting” and “on Electronic Communications.”

The Commission is the Legal Entity of Public Law, the standing independent regulatory body which is not subject to any state agency. The Commission is accountable to the President, the Government, and the Parliament and submits its annual report to all three branches of the Government.

The Commission is not financed from the state budget. The source of the revenue of the Commission is the regulation fee paid by the authorized and licensed persons in the field of broadcasting and electronic communications.
