Stereo+ Was Imposed a Fine 3 000 GEL

Stereo + Ltd was imposed a fine in the amount of 3 000 GEL at the session held at the Georgian National Communications Commission.  

The Georgian National Communications Commission conducted monitoring on October 18, 2012 on the basis of a request of Davit Zilfimiani, director of Stereo+ Ltd. Mr. Zilfimiani himself attended the monitoring.

As a result of monitoring it was found that Stereo+ Ltd provided signal propagation of satellite broadcasting license holder company - Channel 9 via so-called “open link”. Stereo+ Ltd was carrying out this service within the scope of the radio frequency spectrum license NF13. It must be taken into consideration that frequency band assigned by the license NF13 according to the “National Radio Frequency Allocation Plan” is designed for mobile and/or fixed radio links service. Public distribution of this broadcasting signal via so-called “open link” using radio frequency spectrum is in opposition with the terms of the radio frequency spectrum license NF13, “National Radio Frequency Allocation Plan” and ITU Regulations.

Stereo+ Ltd was already imposed sanction for the mentioned violation, namely it was imposed a written warning, although the company kept on violating the terms defined by its owned license.

Davit Zilfimiani, director of Stereo+ Ltd as well as Kakha Bekauri, director of TV company Channel 9 attended public discussion of the issue. At the session all interested parties were given possibility to express their position.

After examining all proofs the Commission took a decision to impose sanction on Stereo+ Ltd.
