The Commission began public administrative proceedings in order to conduct study and analysis on the segments of the market in electronic communications sector

 

GNCC began public administrative proceedings and study analysis in order to determine the competition among sub-segments to global internet access resources of the wholesale market, the segments of drainage channels of communication access of the wholesale market and the segments of copper pair of subscriber cable lines resource access of the wholesale market.  

In compliance with “The Law of Georgia on Electronic Communications,” the Commission conducts the study and analysis about  the competition on different segments of the market in the electronic communications sector, determines the operators with significant market power and imposes specific obligations. These obligations are: to ensure transparency of the information, prohibit discrimination, regulate tariffs, report expenditure, provide access with relevant elements of the network and to account expenses and revenues separately.

The basis to conduct the study and analysis in order to begin public administrative proceedings were the written requirements of: Ltd “Akhali Kselebi,” “CGC” and “Akhteli.” All three companies believe that, the situation has dramatically changed in above-mentioned sub-segments of electronic communications market compared to the study that has been conducted by the Commission recently.

The Commission, within the scope of public administrative proceedings will request information regarding the study from the license holders and authorized undertakings. The hearing session will be held at 16:00 pm September 25,2014. The session is public.
