The position of GNCC in regards with the publication released by non –governmental organization IDFI

The practice of hiring freelance employees in the Commission has been minimized after the renewal of the Commission members. In accordance with the “Labor Code of Georgia” and “Law of Georgia on Civil Service,” only few agreements were signed in order to perform specific objectives.

The Commission shares IDFI’s recommendations, in particular:

  • The rules and regulations in regards with recruitment, promotion and dismissal of GNCC’s staff members should be refined;
  • Develop the implementation mechanism for regulating the norms of ethics, conflicts of interest and incompatibility;
  • Improve regulation norms for appointing and dismissing employees at the Consumer Rights Public Defender’s office;
  • The hiring of contracted as well as non-contracted staff at the Commission and at the Public Defender's Office should be a transparent process;
  •  Publicly announce vacancies, with specifically defined job description;
  • The opportunity to participate in the contest should be given to all interested parties, which will increase competition and help with selection of high professionals for different positions;

Moreover, at the working session of Georgian Anti-Corruption Council which was mentioned in the publication, the Chairman Mr. Vakhtang Abashidze was the initiator of these recommendations himself.

At present, work to ensure structural optimization-reorganization process of the Commission is in progress. The new staff list is being prepared and will be approved in the nearest future. The reorganization process of the Commission will be conducted publically.
