ComCom and Ministry of Economy Implement a Project to Reduce Roaming Charges

The Communications Commission and the Ministry of Economy and Sustainable Development of Georgia, with the involvement of European experts, are carrying out a study for Georgia's accession to the EU Roaming Zone. The study serves to prepare the relevant legal and economic bases, while joining the EU Roaming Zone will ensure the reduction of international roaming tariffs. Within the framework of the project, ComCom held a meeting with mobile operators, where experts, after reviewing the content and methodology of the study, got acquainted with the views and opinions of the participants.

In order to join the EU Roaming Zone, Georgia's legal framework and regulatory norms with regards to roaming must fully comply with the legislation and regulations of the European Union and the Body of European Regulators for Electronic Communications (BEREC). Therefore, the project will examine the needs for the approximation of the legal environment of the European Union and Georgia, as well as the economic consequences of joining the EU Roaming Zone. Afterwards, qualified experts involved in the research will present recommendations for further measures. Furthermore, primary and secondary draft laws will be prepared by specialists from ComCom and the Ministry of Economy and Sustainable Development of Georgia, which will ensure harmonisation of the Georgian legislation with the EU legislation.

The EU Roaming Zone services are known as “Roam Like at Home” (RLAH), which allows consumers from EU countries the opportunity to use their mobile services in these countries without paying additional roaming fees, or to benefit from significantly reduced rates. This change will contribute to the further development of Georgia's digital market, harmonisation with the EU Digital Single Market, and the process of Georgia's integration into the European Union, since roaming services play an important role in the process of economic and social integration, as well as in the improvement of tourism and trade relations between countries.
