ComCom Chairman Discusses 5G Development and Mobile Service Quality Monitoring in the Parliament

Chairman of the Communications Commission Goga Gulordava spoke about the projects implemented in the telecommunications sector while presenting ComCom’s 2025 activity report at a joint meeting of the Committees on Economic Policy and Human Rights Protection and Civil Integration of the Parliament of Georgia. The Chairman highlighted the development of 5G mobile internet in Georgia and the monitoring of mobile service quality.

According to Goga Gulordava, 5G became available to the subscribers of all three mobile operators in Georgia in 2025. In the third auction held for the implementation of 5G, the Communications Commission declared Silknet the winner. Along with acquiring the relevant frequencies, Silknet was required to gradually cover densely populated areas, tourist zones, ports, airports, railways and major roads across Georgia with its 5G network. In addition, when building 5G networks, the company must follow technical standards defined by the European Union, ensuring a high level of network quality and security.

Speaking about mobile service quality control, Mr. Gulordava noted that ComCom regularly monitors the quality of mobile communications services throughout the country, in all regions, and checks the quality of services provided by all three mobile operators.

“In 2025, the Communications Commission introduced a mobile service monitoring system developed by Rohde & Schwarz, a leading global manufacturer of radio network monitoring systems. In addition to 5G technology, the system enables the measurement of call quality using 4G-based VoLTE technology, as well as calls made through the WhatsApp system. The introduction of the new system allows ComCom to conduct more comprehensive monitoring and provide consumers with detailed information on the quality of mobile communications services. At the same time, operators are given the opportunity to monitor the quality of services available on the market themselves, which contributes to further improvements in service quality,” Goga Gulordava stated.
