ComCom Chairman Goga Gulordava Presents Telecommunications Sector Trends for 2025 to the Parliament
Chairman of the Communications Commission Goga Gulordava presented ComCom’s 2025 activity report at a joint meeting of the Committees on Economic Policy and Human Rights Protection and Civil Integration of the Parliament of Georgia. During the presentation, he reviewed the trends that developed in the electronic communications and broadcasting sectors in 2025.
According to the ComCom Chairman, in 2025, revenues generated by the authorised undertakings in electronic communications amounted to GEL 1.855 billion, which is GEL 120 million more than in 2024. The number of mobile service subscribers stood at 6.43 million, including 1.68 million business subscribers and 4.75 million individual subscribers.
In terms of subscriber numbers, the market shares of mobile operators in 2025 were distributed as follows: Magticom – 41%, Silknet – 36%, Cellfie Mobile – 23%, while the mobile virtual network operator Eclectic held a 0.4% share. Average revenue per user (ARPU) amounted to GEL 14.8.
According to Mr. Gulordava, 5.1 million subscribers used mobile internet services in 2025, approximately half a million more than in the previous year. Over the past five years, the average annual growth in the number of mobile internet users stood at 8.2%.
The number of fixed broadband internet subscribers reached 1.212 million, an increase of 54,000 compared with 2024. Fixed broadband internet penetration among households stood at 95.8%. Of the country’s 3,385 villages, fixed internet services were available in 2,583 villages.
The number of subscribers receiving broadcasting transmission services reached 803,000. Over the past five years, the average annual growth in the number of such subscribers has been 2.75%. IPTV remained the most widely used broadcasting transmission technology, accounting for 87% of the market.
As for the broadcasting sector, in 2025 there were 108 authorised television channels, as well as 46 licensed and 12 authorised radio broadcasters operating in Georgia. There were also 21 national free-to-air television broadcasters operating in the country. Total advertising revenues of broadcasters amounted to GEL 109 million, including GEL 100 million in TV advertising revenues and GEL 7.7 million in radio advertising revenues.
According to the report, a total of GEL 643,842,117 was contributed to the state budget by the telecommunications sector in 2025, which is GEL 150 million more than in the previous year. Broadcasters paid GEL 47,200,867 in taxes; authorised undertakings in electronic communications contributed GEL 470,768,047; revenue from licensing amounted to GEL 125,816,349; while GEL 56,854 was transferred to the state budget in fines for administrative offenses.
