ComCom Chairman Meets Representatives of U.S. Embassy in Georgia to Discuss the Media Environment

Chairman of the Communications Commission, Goga Gulordava, and ComCom member Ivane Makharadze met with representatives of the U.S. Embassy in Georgia — Political Officer Kerry McIntosh, Press Attaché Sarah Sapperstein, and Embassy Media Specialist Nana Kiknadze. The purpose of the meeting was to discuss the role of the Communications Commission in the broadcasting sector, media regulation, the existing legal framework in Georgia, and the Commission’s approaches. 

During the meeting, Goga Gulordava highlighted the close cooperation with the U.S. Federal Communications Commission (FCC). 

The discussion also touched on media pluralism. “The government’s firm decision to promote media pluralism and the simplification of procedures for obtaining broadcasting authorisation have led to an increase in the number of television broadcasters in Georgia. Currently, there are 103 television broadcasters operating in Georgia, including 19 national broadcasters,” the ComCom Chairman explained. 

Goga Gulordava spoke about the amendments introduced in 2025 to the Law on Broadcasting, which brought content-related matters such as due accuracy, the right of reply, fairness and impartiality under the regulatory authority of the Commission. According to the Chairman, the Commission reviews content-related issues in accordance with the best European and British practices, as the Georgian Law on Broadcasting corresponds to the British model. To ensure transparency and predictability of the process, the Commission has developed a special guideline for broadcasters regarding content requirements. 

Mr. Gulordava explained to the Embassy representatives that the goal of Communications Commission is to improve media standards: “The small number of imposed fines confirms that the Commission’s objective is not to punish broadcasters, but rather to prevent violations, raise media standards, and ensure compliance with legal requirements,” the ComCom Chairman stated. 

During the meeting with the representatives of the U.S. Embassy, attention was also paid to issues of financial transparency of the broadcasters and the prohibition of funding from foreign powers. It was noted that the country currently has clear legislative mechanisms that ensure transparency without negatively affecting the functioning of the media sector.
