ComCom Employees Trained by European Experts in Electronic Communications and Media Service Regulation

Employees of the Communications Commission have been retrained by experts from Cullen International in the field of regulation of electronic communications and media services. The session related to the regulation of media services was chaired by the founder and head of the research and consulting company Wagner Hatfield, Jean-Francois Furnemont. The session was aimed at raising the qualifications of employees, sharing international experience, and effective implementation of the amendments to the Law of Georgia on Broadcasting. Specifically, on December 22, 2022, the Parliament of Georgia introduced significant amendments to the Law of Georgia on Broadcasting, the purpose of which was to bring the Georgian legislation in the field of broadcasting in line with the EU framework and to harmonise it with the Audiovisual Media Services Directive 2010/13/EU. These amendments regulate broadcasts and advertisements containing hate speech and calls to terrorism, and define the right of reply, which gives a person the opportunity to demand the right of replyfrom the broadcaster, if they believe that a false fact has been spread about them. In addition, the regulation of the provision of on-demand audiovisual media services (VOD) and video sharing platform services (VSP) has been introduced. In order to effectively implement these amendments, European experts shared international experience with ComCom employees.

In order to train and raise the qualifications of employees, work sessions were also held in the field of regulation of electronic communications and media services. The meeting was chaired by Cullen International's chief analyst and competition expert Veronika Bokarova, and Head of Telecommunications Dries Indesteege, who shared information about the regulation of fixed broadband services, call termination, access to mobile networks and international roaming services with ComCom employees.

The Communications Commission continues to prioritise the sharing of international standards and experience of European colleagues.
