ComCom Presents Preliminary Findings of Holistic Study to Telecom Operators
The Communications Commission and the experts conducting the holistic study held a working meeting with telecom operators to present the stakeholders with the preliminary findings of one of the market studies carried out as part of the second phase of the holistic study of the telecommunications market.
The meeting focussed on the study’s main findings, which indicate that the retail market for high-quality fixed internet services offered to business subscribers is not effectively competitive. These services are primarily used by businesses and public institutions that require high-quality and reliable internet connectivity through dedicated lines. The study also analysed the wholesale market for access to high-quality fixed internet connectivity services, specifically the terminating segment of dedicated lines, which covers the section between a network node and the end user’s premises.
The working meeting provided the stakeholders with an opportunity to examine in detail the findings relevant to their activities. Following the meeting, the preliminary study document will be sent to the authorised operators for their comments. It will then be published for public consultation, allowing all stakeholders to submit their comments and views. After reviewing the feedback received, the Communications Commission will make its final decision.
The Communications Commission launched a comprehensive study of Georgia’s telecommunications market in 2022, in cooperation with European experts and with EU funding under the EU–Georgia Association Agreement Implementation Facility (AA Facility). The first phase of the study was completed in 2024, while the second phase began in 2025. During the second phase, the Commission is examining the retail market for internet services offered to business subscribers under non-standard terms, as well as the corresponding wholesale markets for access to high-quality services at fixed locations. The preliminary document resulting from this market study was presented to operators at the working meeting.
As part of the second phase, the Commission is also examining the wholesale market for access to communications infrastructure, the wholesale IP transit market (including the wholesale market for access to global internet resources), and the markets for trunk and backhaul segments of dedicated lines.
The comprehensive study is based on the European Union’s approach to telecommunications market analysis and European best practices. Its objectives are to foster effective competition, lower barriers to entry for new market participants, increase consumer access to high-quality and diverse services, and bring Georgia’s regulatory framework closer to the European standards.
