ComCom Publishes the 2024 Activity Report

The Communications Commission has published the 2024 Activity Report, summarising its activities of the past year and the future plans. The annual report reviews the mobile and fixed markets, the results achieved with regards to the introduction of modern technologies, the current media environment in the country, as well as the trends in broadcasting and electronic communications. In addition, the report presents projects implemented by ComCom in the field of media literacy, the activities of the Media Academy, and other important issues. 

The report states that ComCom has completed a holistic study with EU experts to remove barriers to entry in the mobile and fixed markets. The study determined that both markets are uncompetitive, and that Magticom is an operator with significant market power in both of them. Based on the study, the experts considered it necessary to implement regulatory mechanisms, as a result of which ComCom imposed specific obligations on Magticom. 

The report also highlights that ComCom conducted a benchmarking study to assess the prices of the existing telecom services in Georgia in relation to similar services in the EU countries. The analysis found that high-volume and high-speed services on the mobile and fixed markets in Georgia are significantly more expensive than in the EU, while low-volume and low-speed services are similar to or cheaper than the European average. According to the Communications Commission, the solutions adopted within the framework of the holistic study will respond to this challenge. 

According to the report, in 2024 ComCom took the request of operators into consideration and gave them the opportunity to participate in the second auction to implement 5G technology. The auction was won by Magticom. The first auction for the implementation of 5G was held by the Commission in 2023, and was won by Cellfie Mobile. 

The annual report provides a detailed overview of the monitoring activities for the parliamentary election period, during which 55 broadcasters were monitored. The monitoring showed that the media environment during the pre-election period was pluralistic and diverse. Furthermore, unlike in the previous years, hate speech was absent from the broadcasts. However, bias and polarisation remained a challenge. 

The report also talks about the Digital Support Programme, which is being implemented by the Communications Commission as part of the Log-In Georgia project to support the State Internetization Programme. The goal is to raise awareness among the locals about the use of the internet. The number of beneficiaries trained under the programme in 2024 was 2,700, while the total number of beneficiaries of the programme already exceeds 8,000. 

The annual report discusses the projects implemented in the field of media literacy, and the results achieved with regards to developing media literacy skills among teenagers, parents and teachers, dealing with fake news, using the internet safely, and developing critical thinking. The report also presents the activities of the Media Academy and provides a detailed overview of the projects carried out by the Media Lab, Media School and Media Critic.
