According to the 2023 Activity Report of the Communications Commission, the number of mobile internet users in Georgia is growing fast due to an increased demand for online services and digital platforms. Specifically, the number of internet subscribers increased by 200,000 year-on-year to 4.3 million. During the same period, the density of mobile internet users in relation to the population of Georgia increased by 6% to 125%, while the density in relation to mobile service subscribers increased by 3% to 73%. 

Based on the report, the number of mobile users increased by 70,000 to 5.91 million last year. This growth was helped by a 0.9% increase in the number of legal entity subscribers, which reached 1.45 million by 2023. The number of natural person subscribers remained virtually unchanged during the same period. Like in 2022, there were around 4.46 million natural person users in 2023. 

With regards to mobile service market penetration, it fell by 1% to 169%. This was due to the increase in the population of Georgia as recorded by the National Statistics Office of Georgia in 2023. The data suggests that users have more than one mobile number and, depending on their needs, use the services of different operators to get favourable terms for different services. 

As for the market shares of mobile operators by the number of subscribers, they did not change between 2022 and 2023, and were distributed as follows: Magticom – 41%, Silknet – 34%, Cellfie Mobile – 24%. Furthermore, the mobile virtual network operator Hallo started operating in Georgia at the end of 2022. As of 2023, their market share was 0.5%. 

In 2023, Magticom had 1.8 million natural person subscribers and 650,000 legal entity subscribers; Silknet had 1.53 million natural person subscribers and 490,000 legal entity subscribers; Cellfie Mobile had 1.1 million natural person subscribers and 310,000 legal entity subscribers; while Hallo only had 30,000 natural person subscribers.
